to amend the law concerning the resident’s permit (carte de séjour)
for EU citizens and those from other countries
On
30th April 2003
, the French council of ministers voted in favour of a
draft law (projet de loi) proposed by Nicholas Sarkozy, interior minister
(ministre de l’intérieur), concerning immigration.
For those considering a future permanent move to
France
, the draft law could be of considerable significance.
Abolition
of the carte de séjour for EU citizens:
In
relation to European Union Citizens, it is proposed to abolish the
necessity to obtain the resident’s permit (carte de séjour) and thus
the various criteria will no longer need to be met.
Tougher
test to obtain a resident’s permit for citizens of other countries:
However,
for citizens of other countries, the delivery of a resident’s permit
will, under the draft law, henceforth be for an initial minimum five year
period renewable thereafter for one year at a time.
Those who have ‘integrated’ into French society will be able to
obtain the benefit of a ten year resident’s card at this point.
The ‘integration’ condition will be determined in accordance
with a number of criteria such as knowledge of French, undertaking of
professional training and participation in local life and associations.
Evidently,
this draft law is still not in force and will have to be approved through
the normal parliamentary process so it may be some time before it is
actually applicable and certain of its terms may alter.
